Otter Circle is a dead-end street about 550 feet long running south from Handel Road in Bear Hill Estates, east of Boston Road. It was laid out on the "Bear Hill Estates" subdivision plan of land owned by Content Homes, Inc., drawn by Joseph H. Rego, registered professional engineer, of Hudson, and dated August 10, 1970. The Planning Board approved the plan, subject to a certificate of conditions, on October 27, 1970, and it was recorded on January 4, 1971 in two sheets (Plan Book 111, Plan 157). On the second sheet Otter Circle runs straight south from Handel Road for about 370 feet to a turnaround of 60 feet radius, with Lots 12 through 21 of about 25,000 square feet around it and a gas transmission easement along the rear of the eastern lots. The plan does not explain the name; Beaver Place on the same plan also bears the name of an animal, as does the subdivision itself.
The assessors date the houses to 1971 and 1972. The annual town meeting of 1972, which opened on March 11, accepted Otter Circle as a public way under Article 40, the last of 62 streets on the list submitted by the Planning Board. Drainage work was done on the street in 1977. In May 1977 James B. Monahan, surveyor, redrew the lines between Lots 14, 15 and 16 at the end of the circle, where three houses already stood (Plan Book 124, Plan 70). Otter Circle was repaved in fiscal 2002.
